Get virtual card hold limit

GET 
/api/partner/cards/hold-limits/virtual

Returns the maximum number of virtual cards a single account may hold at any time. The cap is platform-wide, not per-card, so the endpoint is not scoped to a :id.

Use this to decide whether a new virtual card can be issued for an account.
