List live balances for every IBAN the partner owns

GET 
/api/partner/balances

Returns the live availableBalance for every IBAN the calling partner owns. The same IBAN can appear via two onboardings (e.g. a cardholder who is also a tenant admin) — results are deduplicated by accountNumber so each IBAN appears exactly once.

Per-IBAN failures are surfaced in the response with status: "error" and an errorMessage field — never silently zeroed. The overall HTTP status remains 200 so a partner UI can still render the IBANs that succeeded.

The optional ?iban=… query parameter narrows the result set to a single IBAN.

Unauthorized — missing or invalid JWT

Not found — the supplied ?iban= is foreign to the partner (or unknown). Anti-enumeration: same envelope whether the IBAN doesn't exist or belongs to another partner.
