Get one load of a prepaid card

GET 
/api/partner/cards/:id/prepaid/loads/:loadId

Returns one load of the card. A SUBMITTED load is checked with the bank when you ask, so ask every few seconds until status is SUCCESS or FAILED. A load of another card is a 404.
