Get live balances for every IBAN linked to the individual

GET 
/api/partner/individual/accounts/:id/balances

Returns the live availableBalance for each IBAN linked to the individual.

Per-IBAN failure handling. Any IBAN whose balance cannot be resolved is surfaced in the response with status: "error" and an errorMessage field — failures are never silently reported as zero. The overall HTTP status remains 200 so a partner UI can still render the IBANs that succeeded.
